Pinatawan ng Department of Tourism (DOT) ng anim na buwang suspensiyon at multang sampung libong piso ang City Garden Grand Hotel sa Makati City. 

Binawi rin ang permit to operate nito. 

Sa hotel natagpuang walang buhay ang flight attendant na si Christine Dacera noong tanghali ng January 1, 2021. 

Nagdaos ng New Year's Eve party si Dacera at mga lalaking kaibigan nito sa Rooms 2209 at 2207 mula gabi ng December 31, 2020 hanggang umaga ng January 1. 

Kalaunan, nakitaan ng DOT ng paglabag ang hotel dahil tumanggap pa rin ito ng staycation guests kahit isolation o quarantine hotel ang kanilang accreditation ngayong may COVID-19 pandemic. 

Sa ipinadalang pahayag ng DOT sa PEP.ph (Philippine Entertainment Portal) at iba pang media ngayong hapon ng Huwebes, January 14, sinabi ritong lumabag ang City Garden Grand Hotel sa kanilang mga patakaran. 

Nakasaad sa satatement: "The Department of Tourism (DOT), in its Resolution dated 14 January 2021, finds the City Garden Grand Hotel (CGGH) in Makati City liable for the offense of gross and evident bad faith in dealing with clients/fraudulent solicitation of business or making any false, deceptive, or misleading claims or statements for the purpose of soliciting business from clients under Section 13.2 (c) of DOT Memorandum Circular No. 2018-03.

"Upon investigation, the CGGH was found to have misrepresented itself to the public as being allowed to accommodate guests for leisure or staycation purposes despite being a quarantine facility.

"Under DOT Administrative Order No. 2020-002-C, hotels operating as quarantine facilities are prohibited from accepting guests for leisure purposes."

Sa imbestigasyon ng DOT, lumabas na hindi lamang daw noong December 31 tumanggap ng guests ang hotel kahit itinuturing na itong quarantine facility ng gobyerno dahil sa pandemic. 

"In the course of the investigation, the DOT National Capital Region (DOT-NCR) considered other evidence which were not limited to the circumstances surrounding the incident on 31 December 2020.

"The pieces of evidence showed that even prior to the incident and until now, the CGGH is marketing packages to accept leisure guests and never indicated that it is a quarantine hotel.

"In pursuant thereof, the CGGH is meted the following penalties: six (6) months suspension of DOT Accreditation, a fine of Ten Thousand Pesos (Php10,000.00), and revocation of the Certificate of Authority to Operate.”

Maaari naman daw umapela ang City Garden Grand Hotel sa DOT.

DOT WARNS OTHER ESTABLISHMENTS 

Binalaan din ng ahensiya ang iba pang establisimyento na sundin ang mga permit na iginawad sa kanilang mga kumpanya. 

"The DOT hereby warns all accredited accommodation establishments (AEs) to confine their operations to the authority given them, limited to just one per given time.

"This is to reiterate that AEs repurposed as quarantine facilities cannot offer their rooms and facilities for leisure purposes. At the same time, staycation hotels shall not be used for quarantine.

"Only four- and five-star rated AEs may be allowed to apply as staycation hotels. At present, there are only fifteen (15) AEs in Metro Manila that have been issued the Certificate of Authority to Operate as Staycation (CAOS).

"These are the Grand Hyatt Hotel, Makati Shangri-La Hotel, Okada Manila Hotel, Shangri-La at the Fort, Nobu Hotel, Joy Nostalg Hotel and Suites Manila, EDSA Shangri-La Manila, Solaire Resort, Hyatt Regency City of Dreams, Nuwa Hotel City of Dreams, The Peninsula Manila, Aruga by Rockwell, Sheraton Manila Hotel, Hilton Manila and Hotel Okura Manila.

Noong January 8, sinabi ng pamunuan ng City Garden Grand Hotel na wala silang nilabag na alituntunin ng DOT, base na rin sa kanilang ipinasang pahayag sa ahensiya. 

Sabi ni Metro Manila Tourism Chief Woodrow Maquiling, “It’s basically, it’s a semantics of the usual responses for show cause orders.

“But generally, iginigiit ng City Garden Hotel na wala silang liability o wala silang mga violations sa IATF policies or department orders.

“It’s the very essence of their reply.

“But we are trying to further investigate at this point in time.

“As of today, we are conducting a physical investigation.”

Wala pang inilalabas na pahayag ang City Garden Grand Hotel tungkol dito.
