Pinaiimbestigahan ni dating Executive Secretary Lucas Bersamin ang tinaguriang “Cabral files” kung saan nabanggit ang isang nagngangalang “ES” na isa umano sa mga miyembro ng gabinete na proponent ng mga proyekto ng Department of Public Works and Highways (DPWH).
Hindi ikinatuwa ni Bersamin ang pag-uugnay sa kanya sa initials na “ES” na nakasaad umano sa “Cabral files”.
“I am aghast and outraged at the insinuation that the tag “ES” found in the so-called Cabral Files pertained to me as the then Executive Secretary to whom was allocated P8.3 billion worth of DPWH projects under the GAA (General Appropriations Act) 2025,” ayon sa pahayag ni Bersamin.
Nilinaw ni Bersamin na hindi siya kailanman humirit, nag-endorso, nag-apruba, o nagbigay ng pahintulot sa anumang proyekto ng DPWH o budget allocation.
Wala rin umano siyang inutusan na sinoman para gamitin ang kanyang pangalan sa ganitong kalakaran.
Giit ni Bersamin na dapat na gawing prayoridad ng mga investigative body ang pagbusisi sa “Cabral files” dahil tinutumbok nito ang integridad ng pondo ng bayan.
Tinawag na “Cabral files” ang mga dokumentong naiwan umano ng namatay na si dating DPWH Undersecretary Maria Catalina Cabral na may kaugnayan sa isyu ng budget insertion at flood control scam.
