Pinasisiyasat ng dating opisyal ng Presidential Anti-Graft Commission (PAGC) ang nangyaring malawakang pagbaha sa National Capital Region (NCR) sa kabila ng malalaking alokasyon ng pondo para maiwasan ang pagbaha.
Kasabay nito ay hinirit ni ex-PAGC commissioner Atty. Nick Conti sa Senate, House of Representatives at sa Commission on Audit na silipin at busisiing mabuti ang isinagawang flood control projects.
“The call for an audit is not just a financial scrutiny but a moral imperative to protect citizens from the continual distress and danger posed by ineffective flood control measures. With the DPWH’s proposed budget of P245 billion for 2024, there is an urgent need to account for these funds and rectify any malpractices,” panawagan ni Conti.
Iminungkahi ng Department of Public Works and Highways (DPWH) ang P245 bilyon na badyet para sa flood control projects sa taong 2024.
Ito ay kasunod ng P185 bilyong badyet noong 2023, na patuloy na pinansiyal na pangako ng pamahalaan sa pagtugon sa mga isyu sa pagbaha. Sa kabila nito, naapektuhan pa rin ng matinding pagbaha ang maraming lugar, na ikinabubuwis-buhay ng ilang mamamayan at pagkawasak ng kanilang mga ari-arian.
“Despite substantial budget allocations for flood mitigation, the persistent flooding problems highlight severe inefficiencies and possible corruption,” saad pa ni Conti, na CEO rin ng Capstone Intel Corp.
Aniya pa’y nagbabayad ng buwis ang mga mamamayan kapalit ng mga programa at serbisyo ng gobyerno, kabilang ang kaligtasan at seguridad tuwing may kalamidad tulad ng bagyo at malawakang pagbaha. “However, the public’s trust is undermined when these services fail to deliver, especially given the significant funds allocated for flood control,” dagdag nito.
Ayon kay Conti, ang laganap na pagbaha sa mga lugar tulad ng Quezon City, Mandaluyong, at Maynila ay nakikitaan ng maling pamamahala at posibleng korapsiyon sa nasabing mga proyekto.
“Due to the improper use and allocation of funds for flood control caused by corruption and substandard projects, taxpayers are short-changed,” dagdag pa ng dating opisyal.
Kung ikukumpara aniya ang ₱245 bilyon na inilaan para sa flood control projects ay malayong-malayo sa mga badyet ng DOLE, DENR, DFA at DOE.
“These comparisons make it clear that the flood control budget is a substantial portion of the national budget. In light of the current state of calamity, it is crucial that the government reassesses its approach to flood management, prioritizes anti-corruption measures, and ensures that the infrastructure projects genuinely serve the public interest. The ongoing suffering of the people must be addressed through decisive and transparent actions,” paglalahad pa niya.
