Naghain ang Commission on Audit (COA) ng apat na Fraud Audit Reports (FARs) sa Independent Commission for Infrastructure (ICI) hinggil sa Bulacan flood control scam na umaabot sa P297 milyon.
Sa isang statement, binanggit ng COA na ang apat na proyekto ay ipinatupad ng Department of Public Works and Highways (DPWH) – Bulacan 1st District Engineering Office (DEO).
Iginawad ang mga kuwestiyo¬nableng proyekto sa Wawao Builders at SYMS Construction and Trading.
Binanggit ng COA na ang mga nasabing proyekto ay natuklasan nilang naglalaman ng “serious and recurring signs of misuse of public funds” at may “rampant irregularities in flood control projects in Bulacan worth of P297 million”.
Binanggit ng komisyon na sa isinagawa nilang technical inspections, satellite imagery review, at fraud audit procedures, lumilitaw ang “serious and recurring issues in the implementation” ng apat na flood control projects.
Kabilang sa kanilang nakumpirma ang mga ‘ghost’ project dahil walang kongkretong flood-mitigation o slope-protection structures sa site, sa kabila ng dokumento na nagsasaad na 100% na itong kumpleto.
Nagkaroon din ng unauthorized relocation, ilan dito ay walang pormal na dokumentasyon kaya nakapagdulot ng pagdududa sa pagiging lehitimo ng proyekto. Nagkaroon din umano ng pagbabayad sa proyektong dati nang may nakatayo.
“In such incidents, the existing works could not be properly attributed to the new contracts. The COA added this suggests the government may have paid millions for structures that already existed,” ayon sa statement ng ahensiya.
“Egregious” documentation gaps: Material deficiencies were noted for supporting project documents, which COA said “effectively undermining the credibility of reported accomplishments and payments,” dagdag pa ng COA.
