Pumalag si Ako Bicol Party-list Rep. Alfredo Garbin sa pahayag ni Cebu Rep. Vincent Franco Frasco kaugnay ng pagbibitiw ni Elizaldy Co bilang miyembro ng Kamara de Representantes matapos na maiugnay sa maanomalyang flood control projects.
Sinabi ni Garbin na ang alegasyon ni Frasco ay nakabatay sa haka-haka at hindi sa katotohanan.
“At the outset, it must be emphasized that these are mere allegations — no criminal or administrative case has been filed, much less adjudicated, before any competent court or tribunal,” sabi ni Garbin.
“The constitutional presumption of innocence under Article III, Section 14(2) of the 1987 Constitution is not a privilege selectively applied but a fundamental right extended to all citizens, including members of Congress. To prejudge Zaldy Co in the absence of due process would be a dangerous erosion of the rule of law itself,” punto ng solon.
Sinabi ni Garbin na ang pahiwatig na ang pagbibitiw ni Co ay pagtakas sa kanyang pananagutan ay mistulang pag-amin na hindi naiintindihan ang batas. (Billy Begas)
