Si Gato ang kinatawan ng nag-iisang distrito ng Batanes at isang physician.
Naging chairperson din siya ng House Committee on Health, at pangunahing may-akda ng ilang panukalang batas na may kaugnayan sa kalusugan na inihain sa Kamara de Representantes.
Habang isinusulat ito ay wala pang kumpirmasyon mula sa Office of the Speaker ukol sa nasabing impormasyon.
Gayunman, sa social media post ni dating Albay Rep. Joey Salceda, nagpaabot ito ng pakikidalamhati sa pamilya ni Gato na inilarawan nito na mabuting kaibigan.
